Minutes of Meeting

Member Present: Michael Paveglio, Jeffrey Jordan, Town Administrator Jodi Pinard

Call to Order: Mr. Paveglio called the meeting to order at 6:33pm

Abatements –

Map 5 Lot 86

Map 5 Lot 87
Jason Weir stated that I feel there is a difference between market value and the assessment. I am here to plead with you about that factor.

Mr. Paveglio stated that he felt Map 5 Lot 87 should be reduced from the assessor’s recommendation of $152,200 to $115,000. I feel Mr. Weir has brought forward a lot of information and this reduction gets it closer to what I feel it should be.

Mr. Jordan stated that he did agree.

Mr. Weir stated that I would be extremely happy with that new assessment. But I would also understand if the board left it as was recommended.

Mr. Paveglio stated I base this decision on the research that Mr. Weir has provided. I would also like to say Chad has also done a great job and this is extremely difficult decision.

A motion was made by Mr. Paveglio and seconded by Mr. Jordan to abate the property taxes on Map 5 lot 87 in the amount of $94, 300. Motion Passes.

A motion was made by Mr. Paveglio and seconded by Mr. Jordan to accept the Assessor’s recommendation on the following abatement Map 5 Lot 86 which is to abate the amount of $10,800 in assessed value. Motion Passes

Map 4 Lot 161

Map 4 Lot 161-A
Jon Halle stated that he feels the assessment is too high. I have had an appraisal done on the lot with the shopping plaza and the one with the house was assessed higher. The fact that the house and the land were assessed at $360,000 is concerning to me. I bought the land and not the house. The house is moving on Thursday. The total purchase price was for $425,000 for both lots.

Chad Roberge stated that the abatement documents you state you paid $399,000 for the shopping property. This is what I am going by. On April 1, 2013, the building was on the property whether you bought the house or not it has to be assessed to that land.

Jon Halle stated the house was built to be a model home.

Chad Roberge stated that I believe the house is only valued at $80,000 and the majority of the value is coming from that property.

Dave Colbert stated when my property doubled on Route 4 it seems like the Town of Chichester will drive businesses off of Route 4. I do not believe this will help Chichester or the taxpayers. It makes businesses not want to come here.

Jon Halle stated that my point is the same that I feel this assessment is wrong. I have owned the property for months and am in the red by $30,000.

A motion was made by Mr. Paveglio and seconded by Mr. Jordan to table a decision on the Assessor’s recommendation on the following abatements pending further information being provided to the assessor:

Map 4 Lot 161 to abate the amount of $141,500 in assessed value.

Map 4 Lot 161-A to abate the amount of $81,300 in assessed value. Motion Passes


A motion was made by Mr. Paveglio and seconded by Mr. Jordan to accept the Assessor’s recommendation on the following abatements:
Map UTIL Lot 4 to deny the abatement request.
Map 10 Lot 10-1 to deny the abatement request
Map 4 Lot 158 to abate the amount of $49,100 in assessed value. Motion Passes

Mr. Paveglio asked if there were remaining abatements as of July 1st that had not had action taken what would happen.

Chad Roberge stated that it would be a denial as of July 1st and the resident would need to file with BTLA. But we could work with the resident prior to September 1. This would be considered mediation during that timeframe.

Public Input:
Lucille Noel stated they did do the walk through of the 10 Dover Road property and it does have some nice features and moldings.

Adjournment
A motion was made by Mr. Jordan and seconded by Mr. Paveglio to adjourn the meeting at 7:20pm. Motion Passes
